How They Work and Why They Exist
The Town of Greene operates three Water Districts and one Sewer District that together serve approximately 100 properties. These districts are not part of the Village of Greene municipal utility system, even though the water and sewer services are purchased from the Village. Instead, these are special improvement districts created under New York State Town Law.
How the System Work
The Town of Greene:
Purchases water and sewer service from the Village of Greene.
Operates and maintains the Town-owned distribution systems.
Bills users monthly for all costs associated with service.
The Town does not own the water plant, sewer plant, or supply lines coming from the Village. It owns only the pipes, valves, and infrastructure within the Town districts.
Under New York State law:
The Town Board is required to administer and operate these districts.
No general Town tax money may be used because only a small portion of the Town benefits from these services.
All costs must be paid by the property owners within each district.
When a person purchases property in a Water or Sewer District, they are purchasing a share of the district’s infrastructure—the pipes, lines, and facilities that serve their neighborhood.
What Customers Pay For
Each Monthly Bill Includes:
The Village’s water and sewer usage charges
Mandatory water testing
Meter reading
Billing and accounting
Repairs and maintenance
Administration and regulatory compliance
The Village sets all water and sewer rates and assessments.
The Town has no authority over those rates and must pay whatever the Village charges.
The governing agreement between the Village and the Town dates back to 1957 and remains in effect today. Under that agreement:
The Village provides the water
The Town owns, operates, and maintains its own distribution systems

Water District #1
(S. Chenango St. Ext., Kofira Lane, NY-12 area)
Originally served by a private spring system
Residents petitioned the Town for Village water in 1955
New 6-inch water mains installed and system went live in 1957
Lines relocated during Route 12 bypass construction (1962–1964)
Repairs and extensions:
1972
1984 (including Miller Court)
2011 during Route 12 reconstruction
Current customers: 41
Water District #2 – Highland Park
Subdivision built starting in 1955 by Turner & Son
Water system transferred to the Town in 1960
Turned over on an “as-built” basis while homes were still being constructed
Current customers: 41
Water District #3 – Sunset Heights / County Route 32
Originally a private system built by Everett Centerwall
4-inch mains installed and placed in service in 1956
Ownership transferred to Harold Maider in 1972
District officially created and transferred to the Town in 1984
Current customers: 17
A separate 6-inch Village line was built in 1963 to serve the Elementary School.
That line:
Is owned and maintained by the Village
Is billed directly to the school
Runs parallel to the Town’s 4-inch district main
Sewer District #1 – Highland Park
Created in 1974
Subdivision sewer system connected to Village sewer mains
The original neighborhood septic system was abandoned
A home was later built on the former septic lot

Village Assessment Charges
These charges are added by the Village to every Town district customer and are outside the Town’s control:
Sewer Assessment
Pays debt on the Village wastewater treatment plant
$17.50 per month
Water Assessment
Pays for Village water system upgrades scheduled for 2027
$33.82 per month
These charges are not Town fees—they are Village-imposed costs passed through to Town customers.
