NYCRR Title 16A Public Service – Notification Requirement
 Consumer Rights as a Village of Greene Electric Customer
 Please find below a summary of your rights and obligations under HEFPA (Home Energy Fair Practices Act). More detailed information may be accessed at: www.dps.ny.gov/hefpa.htm
 We have the responsibility to supply electricity in a reliable manner, and you have a responsibility to pay utility bills promptly. Contact our office at 607-656-4500 if you have any complaints, questions or problems with your service. Office hours are 6:30 a.m. to 4:00 p.m. Monday through Thursday, 6:30 a.m. to 10:30 a.m. Friday. After business hours, we have an automatic messaging system to leave a message for our office staff. Calls will be returned during normal business hours. For electric emergencies, please call 607-656-8311.
 Bills are mailed on or before the 10th of the month and due on receipt. Bills paid 23 days after mailing will be considered overdue and will be assessed a 1 ½% late payment.
Bills may be paid in the following ways:
 In person at the Village Office located at 49 Genesee St.
  • Leaving your payment in the drop box located by the main door of the Village Office
  • Through the US mail addressed to Village of Greene, PO Box 207, Greene, NY 13778
  • Via a third-party credit card payment processing company, www.GovPayNow.com. This third-party company does charge a service fee to cardholders for this service. Using GovPayNow will provide us with instant notification of your payment. This is the only third-party credit/debit card processor that will provide this confirmation to us.
 If a deposit is required when you open a residential account, it is based on an amount up to two times the average monthly billing for the address. Deposits accrue interest annually at a rate consistent with the recommendation of the NYS Public Service Commission (PSC) directives. 
 We may disconnect service for nonpayment. We must send you a Final Termination Notice which will provide you with 15 more days to pay the bill or complete a deferred payment arrangement. We will reconnect your service within 24 hours if the amount is paid or an agreement is signed with a down payment as the tariff allows. Any customer may designate a third party to receive copies of billings, terminations, disconnection and suspension of service. You must voluntarily inform us if you want to designate a third party. There are Cold Weather Protections and Special Protections for certain customers such as the elderly, blind and disabled. You must voluntarily inform us and are required to provide us the appropriate medical documentation.  If you rely on electrically operated medical devices or have other special medical needs, it is especially import for you to be personally prepared for a power outage. Please inform us if you rely on electrically operate life-sustaining medical devices and you may be in immediate danger if your electric service is interrupted or you are a person with disabilities or blind. Although we inform customers about planned power outages and regularly review equipment requirements, restorations do take time, so you personally need to be prepared. Always call 911 in the case of an emergency.
 Budget billing is available. Your monthly budget amount is calculated based on your yearly bill based on last year’s usage for electric, water and sewer per location. Payments must be made on time to remain on budget billing. Please contact the Village Office about this program.
 The Village of Greene partners with the Independent Energy Efficiency Program, along with 34 other municipal systems in researching and implementing energy efficiency programs. Please see our website for various energy efficiency rebates available.
 For consumer complaints that cannot be resolved with the Village, you may contact the New York Department of Public Service (DPS). Please take notice that New York State Public Service Commission (“Commission”) has approved amendments to Village of Greene’s Electric Tariff that will become effective April 1, 2026.
The Tariff amendments increase the Village’s overall electric revenues by $532,732 or 19.9%.  The new rates are necessary to fund the increased cost of purchased power, labor, employee health benefits and pension costs, as well as necessary capital.  The new rates will increase the Village’s electric delivery rates by approximately 32.5% percent.  For an average residential customer using approximately 750 kilowatt-hours of energy per month, the rates will increase the monthly bill from approximately $43.82 to $52.55.  The Village's rates were last increased in 2008.

*ATTENTION ALL MUNICIPAL ELECTRIC CUSTOMERS**
 Like all other electric utilities at this time of year, The Village of Greene Municipal Electric customers can expect to see much higher-than-normal electricity utility billing for their January 2026 usage which they will receive in mid-February. This expectation of higher than usual costs may continue into February or beyond should we not experience near normal temperatures and conditions moving forward. Contributing factors of electricity price increases include growing demand in the state, less electrical generators (supply), record high costs of electricity purchased from the grid, transmission congestion, and extreme sustained cold weather are all variables which will generate the highest bills ever experienced by our customers. To put January 2026’s market prices into perspective, wholesale electricity prices in New York State were averaging nearly $600 per megawatt hour $0.60 per kilowatt hour) the last week of January 2026. For the month of January 2025 (which was a fairly cold month relative to average) prices averaged $103 per megawatt hour ($0.103 per kilowatt hour), and in January 2014, the infamous polar vortex year, prices averaged $127 per megawatt hour ($0.127 per kilowatt hour) in 2014 dollars, or roughly $0.18 per kilowatt hour in 2025 dollars. The Village of Greene Electric is in the electric distribution business and has no part or control in the electric supply market. The electric supply market is managed by New York State, and price is determined by market conditions which again, The Village of Greene does not control. We do not generate power or manage transmission lines that deliver power to The Village of Greene for distribution. All additional costs above and beyond our normal cost of power we sell are strictly pass-through costs to our customers through our PPAC charge (which the Village of Greene Electric does not profit from) and are associated with all the variables previously stated to manage the power grid and provide power to our system. We encourage all customers to reduce consumption, seek programs to help with insulating your home, or upgrade heating sources. These temporary price increases affect all electric users, not only The Village of Greene Electric customers.  Even with these temporary increases, The Village of Greene Electric, compared to other major utilities in the area, is still among the least expensive power in New York with average costs typically 1/3 to 1/2 of those of investor-owned utilities.
